On 26 December 2024, the Supreme Eurasian Economic Council (SEEC) meeting adopted amendments to the Treaty on the Eurasian Economic Union regarding the introduction of a special mechanism for investigation and decision-making regarding the exercise of special safeguard, anti-dumping, and compensatory measures toward third countries (the “special measures”).
In fact, the adopted amendments limit the exercise of the veto right by EAEU states, shortening the time for making decisions on introducing special measures in trade with third countries and establishing new obligations for the country exercising the veto right.
Establishing clear procedures for implementing special measures and transparent business participation rules at every stage of consideration will allow companies in EAEU countries to shape decision-making, including the timing and stringency of such measures.
